Pertubuhan Pemulihan Dalam Komuniti (PPDK), also known as Community-Based Rehabilitation (CBR), is an initiative pioneered by the World Health Organization and implemented in Malaysia under the Department of Social Welfare.

PPDK serves as a community-based rehabilitation programme dedicated to supporting children with special needs and persons with disabilities (OKU). Established in May 1996, PPDK W.P. Labuan began its operations in August 1996 and continues to play a vital role in empowering individuals through care, therapy, and development programmes.

The programme adopts a holistic and inclusive approach—bringing together persons with disabilities, their families, and the local community, in collaboration with health, education, vocational, and welfare services. It promotes independence, equal opportunities, and social integration, while encouraging a compassionate and responsible society.

• To promote a caring attitude, independence, and a sense of responsibility within the local community towards rehabilitation efforts and persons with disabilities.
• To encourage the use of simple, practical, cost-effective, and appropriate techniques that are suitable for the local environment.
• To utilise existing local organisational infrastructure in delivering services effectively.
• To take into account the country’s economic resources, ensuring that services can be expanded according to the needs of persons with disabilities.
